Project 30

The Master Plan of Administrative Procedure Simplification in the fields of state management for the period 2007 - 2010 (hereinafter called Project 30) is being carried out comprehensively at all levels, engaging all state administrative agencies, citizens and businesses. In order to facilitate direct effective and practical engagement into the project implementation by citizens and businesses, the Prime Minister has assigned the Prime Minister’ Special Task Force (STF) to collaborate with related agencies to develop an Administrative Procedure Reform (APR) website. The website will fully and timely provide information on Project 30 progress and results achieved at central and provincial levels, be the point where agencies, organizations, businesses and citizens can access to search for information and participate directly into the inventory and review phases of the Project to amend, add or eliminate cumbersome administrative procedures that are creating obstacles to business operation and people’s lives.
 
Project 30 is implemented in 3 phases. Phase 1: from October 2008 till mid 2009 - inventory of administrative procedures (APs) are being carried out at all levels of government; Phase 2: mid 2009 to mid 2010 - review of APs under the following criteria: legality, necessity and reasonableness of AP and related legal documents; Phase 3: within 2010 - carrying out recommendations to simplify APs and publishing the national database of APs on the INTERNET for public access. The project will make best use of IT application in the implementation process enhance effectiveness and transparency compliance. This website is expected to receive attention and active participation from the ACAPR, citizens and businesses, whereby creating specific changes in APs and an facilitating business activities and people’s lives.
 
The launch of the APR website is an important event to affirm the Government’s strong determination to APR task, which is a core mission and breakthrough in the public administration reform process to 2010. On this occasion, I would like to ask the ministerial and provincial Task Forces to inform their respective leaders, the media to introduce the APR website to the public./.
